Article 3: GPS Usage and Private Investigators

GPS stands for Global Positioning System and is a network of 24 satellites in orbit around the earth, put in space by the U.S. Department of Defense.  Sometime in the 1980s, the government made the system available for civilian use, although it was originally mandated for military purposes. GPS works in all weather conditions, anywhere in the world, 24 hours a day, 7 days a week. There are no subscription fees or setup charges to use GPS, though companies have written software applications and created a variety of gadgets taking advantage of the technology.

2 times a day the 24 GPS satellites travel at almost 7000 mph in a precise orbit and signals are transmitted back to earth.  Gadgets that have GPS receivers triangulate the information and calculate the receiver’s exact location.  The GPS receiver uses the time a signal is transmitted by a satellite or group of satellites with the time the receiver obtains the information. The difference in the time the signal is transmitted and the time the information is received indicates how far away the satellite is from the receiver.  Triangulating the measurements from more satellites, the position is determined and displayed on an overlay of a map. The mapping service is generally supplied by Google Earth on a subscription basis to the company supplying the receivers to the public.  This is where costs come into play.  Also, in order to communicate with the supplier’s software, generally a SIM card needs to be purchased and a data subscription for unlimited text data is used.  This allows the receiver to send the coordinates to a server, the server overlays the information in a user friendly and attractive graphical display, showing streets and even a very accurate overview of buildings, parking lots, etc.  In order for this to happen, 3 satellites at a minimum must lock on to the signal to calculate the 2D position consisting of latitude and longitude to track movement of the receiver. The addition of signals from 4 or more satellites will determine a 3D position.  This makes it possible to show speed, direction of travel, historical “bread crumb tracking, trip distance, distance to destination, sunrise and sunset time and more.

How accurate are these receivers?

The GPS receivers are extremely accurate.  Most GPS receivers have 12 channel receivers that lock onto satellites almost instantly and stay connected even when between buildings, wooded areas, and bad weather conditions. There are some instances where the signal is distorted and accuracy has a wider circumference.  In ideal conditions GPS receivers can be accurate within a few feet.

If I use a GPS why do I need a Private Investigator?

With the accuracy even the least bit questionable, it is necessary to employ the services of a Private Investigator.  Any variance in where the GPS reports a target’s location verses the target’s actual location can invalidate an entire case.  For example, if you receive a report from the GPS unit indicating that your spouse was at a residence, when in fact he or she was at the nearby grocery store during a certain time period, and you testify to that. Your case will turn south quickly if your spouse produces a receipt from the grocery store with a time and date contradicting your assertion. Your credibility then takes a nosedive and anything else you assert becomes questionable.  If you follow the GPS yourself, you have now become a Stalker and can be held liable accordingly. Additionally, a good lawyer can assert that you are inexperienced and not an expert at GPS tracking and he will do his best to strike your testimony.

Our investigators are trained to read the GPS positions, account for variances, and travel to suspicious locations, obtain photographs and /or video and secure the evidence in a legal and discreet manner.  Care is given not to disturb the individuals involved.  The usage of GPS units have very strict legal requirements and restrictions, and our Investigators are very well versed in these rules and regulations.
Detailed reports are written to accompany any photographs or video and testimony is available when you go to court.  This type of proof is irrefutable and your case is solid.  Our policy is to require mobile surveillance services to accompany the usage of GPS provided by our Agency – this is to protect you and your case.
